With over 25 years of experience in the global energy sector, Tomás de la Calle Botero is a seasoned consultant, industry advisor, and expert in oil and gas regulation, policy development, and corporate strategy.
ABOUT TOMÁS
His career began at BP, where he held key positions in Colombia and the UK. As the former Deputy Director of Colombia’s National Hydrocarbons Agency (ANH), which was established in 2004, Tomás played a pivotal role in structuring the agency, leading its operational framework, and negotiating the country’s first oil concessions.
Following his tenure at ANH, he moved to Houston to serve as a Managing Consultant at IHS/CERA, where he led a strategic project for Angola’s national oil company, Sonangol. His work focused on designing the country's upstream sector's regulatory framework and operational structure. He later took on the role of General Manager at Columbus Energy, a junior oil company, driving business development and operational growth.
Currently, Tomás operates as an independent Oil & Gas Consultant, Trainer, and Lectureroffering advisory services on upstream regulation, policy formulation, and market strategy. He serves as a Board Member and Expert Witness in legal and energy-related disputes and contributes as a Feature Editor for industry publications.
Tomás holds a B.Sc. in Engineering, a Specialist Diploma in Economic Policy, and an MBA in Energy Management from Vienna Business School (WU).
